Unlike most grizzled veterans, however, he’s survived with honor — esteemed, respected, and liked by those around him.As head of the Rio Grande Water Conservation District, he has witnessed dramatic changes in demographics, farming practices, land use, water use and water supply in the San Luis Valley. On the verge of retirement, he looks back on a good life’s work.
